In 1994, Stan Kirkland and Robert Wolfson envisioned a master-planned waterfront community within a remarkable Lowcountry landscape. Their regional development experience included communities such as Vivian’s Island. Sweeping riverfront, moss-draped oaks, and preserved green space would shape the plan—not simply surround it.

Through Bull Point, LLC, they established a phased community of homesites and shared amenities designed to balance privacy with connection. The modern community took shape following acquisition of the peninsula in 1995.

The people who kept the vision alive.

Dick Lovett served as Director of Operations from 2005 to 2014. Alongside board members, association leaders, and residents, he helped sustain the community’s standards and sense of belonging.

The 2008 economic downturn interrupted development. Following foreclosure in 2012, DB Astor became the developer and served in that role from 2012 through 2016. Through that uncertainty, property owners and the association continued caring for the place and protecting the founders’ vision.

2012–2016.
A commitment takes root.

In 2012, co-founder Stan Kirkland invited Billy Gavigan of Gavigan Group to help carry Bull Point’s vision forward. Gavigan brought expertise in completing partially built master-planned communities after the 2008 market collapse, restoring momentum and creating substantial value through infrastructure, amenities and thoughtful development.

DB Astor served as developer from 2012 to 2016. Gavigan’s acquisition in 2016 opened a new chapter: completing the original vision while preserving the landscape and character that made Bull Point special.

2017–2022.
A commitment fulfilled.

From 2017 through 2022, Billy Gavigan of Gavigan Group led the completion of Bull Point’s development through Bull Point SC, LLC. Gavigan also acquired Bull Point, LLC and Old South Properties, bringing the development and real estate businesses into the effort to finish the community’s original vision.

Bull Point SC, LLC was Gavigan’s entity responsible for finishing the development. The work extended beyond new homesites: his team updated the amenities, completed outstanding community utilities, installed loop power and internet infrastructure, and addressed the development and compliance obligations needed to bring the community into full compliance.

Finish the development

Complete the remaining development work, infrastructure, and outstanding utilities.

Connect the community

Install loop power and internet infrastructure as part of the utility completion program.

Renew the amenities

Update shared amenities and carry forward the community’s gathering places and outdoor lifestyle.

Deliver member stewardship

Resolve outstanding development and compliance matters and turn the community over to its members.

The result was a completed development and a transition to member stewardship. The Property Owners Association is independently member-managed; HG Group’s continuing homebuilding and real estate work is a separate role.

2019. A defining day for Bull Point.

Gavigan and his team led the sale of more than 60 lots in a single day in 2019—a milestone that reset Bull Point’s market and brought fresh energy to its next chapter. That renewed confidence helped move the community forward, alongside investment in infrastructure, amenities and new homes.

PHASE VII · CONSERVATION THROUGH LOWER DENSITY

153 acres.
Just five paddocks.

Bull Point SC, LLC chose to reduce Phase VII’s approved density from 45 homesites to only five paddocks. Adopted across a total of 153 acres, the phase includes paddocks described by the developer as approximately 25–60 acres.

That decision removed 40 approved homesites—an approximately 89% reduction in density. It gives the conservation story a concrete meaning: fewer homes and larger landholdings, helping retain the open, natural character that makes Bull Point distinctive.

For buyers, Phase VII offers a different scale of ownership within the community. For Bull Point, it reflects a development decision to preserve more of the landscape by building less.

Phase VII: 153 acres, five paddocks and 40 fewer approved homesites.
